David Norloff is a wireless industry veteran who joined the Department of Telecommunications in 2014 after a 20-year career leading technology and wireless initiatives.  His diverse corporate experience includes leadership positions in management consulting, product strategy, and product development.
In 2002, Norloff led the Inter-Carrier Messaging deployment for Nextel Communications and was the recipient of the prestigious Inner Circle award in recognition of his product development efforts. Norloff also led the Multimedia Messaging Service (MMS) product development at Nextel and served on the 4G technology strategy team after the Sprint merger.

Norloff returned to Penn State in 2007 to lead cross-functional technology initiatives for Outreach. In 2009, he developed COMM 483 – Wireless Communications Industry for the College of Communications, which supports the University's Entrepreneurship and Innovation minor, and introduced COMM 484A – Wireless Devices and Global Markets in 2013. Most recently, Norloff developed COMM 280 - Introduction to Telecommunications Technologies, a required class for all Telecommunications majors. He also serves as an Advisor/Mentor for Happy Valley LaunchBox.

In 2014, Norloff was recognized with the College of Communications Deans’ Excellence Award for Outstanding Faculty Associate. In 2016, Norloff was elected Telecommunications Faculty Marshal.
